HITLER TO DEMAND DICTATOR'S POWERS Will Beard Reichstag Today; Plot Against Life at Munich Frustrated BERLIN, March 20. - (AP) Dictatorial powers lasting until April 1. 1937. asked by Chancelior Adolf "Hiller's government of the new reichstag which convenes tomorrow and which the Hitler forces control. This program of the new administration, announced by publication of the draft of an enabling act, shared interest with reports from Munich that the police there had prevented an attempt on the life of the chancellor. The act the reichstag will be asked to approve would empower the government to promulgate laws even if those laws conflicted with the constitution. It would remove control of the reichstag and the reichsrat over such legislation. In the field of foreign affairs it would vest sole responsibility over future treaties with foreign powers in the government itself, taking that function from the reichstag and the reichsrat. Dictatorial powers will be asked until April 1, 1937 "or for the duration of the present government." Three Communists, one a German and the others Russians, were responsible for the attempt on the chancellor, the Munich authorities said. The three men were seen early today at the Wagner monument near Hitler's home in Munich, where they left three hand grenades and some ammunition. They fled in an automobile, the Munich police chief after a passerby had notified authorities.
