- THE BOOK STORES will shortly receive an extraordinary book called "Axis Rule in Occupied Europe." It is by Raphael Lemkin. It is published by the Carnegie Endowment for International Peace. . . .Book oracles state it is really the last word on what the Nazis have done to the Old Country. The Writers' War Board (staffed with intellectuals, authors, editors, et al.) is unable to name a "more important volume in its field" . . . The author of the book has created a word—"genocide" to define the calculated destruction by the Germans of national and racial groups.
